Operators and appeals
IPC parking appeals: how the process works
IPC members use the IPC independent appeals process after operator rejection — not POPLA. Check your rejection letter for the appeals website, reference and deadline, then submit grounds and evidence the same way you would for POPLA.
When to use the IPC independent appeals service instead of POPLA, and how to prepare a strong appeal for IPC-member operators.
Not every private parking operator uses POPLA. Members of the International Parking Community (IPC) route rejected appeals through the IPC independent appeals process. If your rejection letter names IPC or IAS rather than POPLA, this guide applies — not the POPLA guide.
POPLA vs IPC — quick check
- POPLA — British Parking Association (BPA) Approved Operator Scheme members
- IPC appeals — IPC member operators (letter will say which service)
- You cannot choose — the scheme on your rejection letter controls the route
- Both require operator rejection first in the normal process
Preparing an IPC appeal
The evidence standard is similar to POPLA: clear facts, numbered attachments, sign photos in context, payment proof with timestamps, and requests for operator ANPR or payment logs where timing is disputed.
Common questions
Is UKPC POPLA or IPC?
Check your specific notice and rejection letter — operator membership can vary by site and period. The letter telling you how to escalate is definitive.
Is there a fee for IPC appeals?
The consumer IPC appeals route is typically free for the motorist in standard private parking disputes — confirm on the instructions enclosed with your rejection.
