How to appeal an NCP parking charge

Appeal an NCP charge using the reference on your notice at ncp.co.uk or the contact route shown — match your vehicle registration to any NCP app or pay-station session, attach machine tickets or pre-book confirmations, and keep site name and entry time clear.

NCP-specific UK appeal guide — pay stations, NCP ParkPass app, hospital and station sites, reference numbers and evidence operators expect.

NCP runs pay-and-display, pay-on-foot and ANPR car parks across hospitals, railway stations, airports and city centres. Charges often fail because payment was made at a different machine, the wrong registration was entered, or a pre-booked session did not match actual stay time — not because you never paid at all.

How NCP charges differ from other operators

  • Many NCP sites use pay-on-exit barriers — your ticket or app session must cover the time you leave
  • Hospital and NHS trust car parks often have complex tariff boards (staff, visitor, evening rates)
  • Station car parks may require pre-booking for the cheapest rate — drive-up tariffs differ
  • NCP ParkPass and app payments must match the registration ANPR reads on exit

NCP evidence that usually matters

  1. Photo of the pay machine display or printed ticket with timestamp
  2. NCP app or pre-book email showing site name, date and registration
  3. Bank or card notification with amount, time and merchant name
  4. Wide photo of the tariff board at the entrance you used (if tariff confusion is your ground)
  5. Barrier fault evidence — photo of out-of-order machine or error screen

Strong NCP appeal angles

  • Paid at machine but wrong plate keyed in — show receipt and correct VRM
  • Pre-booked slot did not align with train delay or appointment overrun — timeline with proof
  • Paid maximum daily rate but charged again for same calendar day
  • Signs at hospital entrances contradicted the tariff on the machine you used
  • Barrier or machine failure prevented valid payment on exit

After NCP rejects you

NCP membership in BPA or IPC determines whether POPLA or IPC applies next. Your rejection letter names the service — use our POPLA or IPC guides for the independent stage, not a repeat of the same paragraph to NCP.

Common questions

I paid with the NCP app but still got a charge

Appeal with the in-app session screenshot, registration entered, site name and payment time. Ask NCP to reconcile their ANPR exit time with your active session.

Is an NCP charge a council PCN?

Usually not. NCP operates private land charges even at hospitals and stations. Council PCNs come from local authorities or police — different appeal routes.

Can I appeal if I lost the machine ticket?

Yes, if you have card payment proof, app history or bank notification with time and amount. Explain the ticket was not retained and attach alternative proof.
