Forgot to register my car for free parking: supermarket, gym and restaurant charges

Free parking at many UK supermarkets, gyms and restaurants is not automatic. ANPR logs your stay; you often have to scan a receipt, type your registration or use an app before you leave. If you shopped but skipped that step, appeal with the till receipt or membership proof. Under the BPA/IPC Appeals Charter a first-stage appeal can drop to £20 where you were allowed to park but did not enter the registration. Cancellation is not guaranteed.

What to do if you forgot to scan a receipt or enter your registration for free supermarket, gym or restaurant parking - CMA warning, Appeals Charter £20 reduction and how to appeal.

The CMA's July 2026 advice to drivers was blunt: do not assume free parking is automatic, even if you are a customer. Supermarkets, gyms and restaurants often require you to register the vehicle or scan a receipt so ANPR can match the stay to a shopper or member. Lidl and similar sites use in-store terminals: scan the till receipt, type the plate, stay inside the free window. Shopping centres use gym or cinema tablets. Some Sainsbury's-style systems let you validate online for a period after you leave. If you missed the step, the camera still has an unvalidated stay - and a charge follows weeks later.

Step-by-step overview

Use this sequence before you pay or submit your appeal. Match each step to the evidence and deadlines on your notice.

  1. 1
Read the letter, not the shop brand

The charge comes from the private operator (ParkingEye, Euro Car Parks, Horizon and others). Appeal there, not at the till.

  2. 2
Prove you were a customer or member for that stay

Till receipt, bank line, loyalty app, gym check-in or restaurant booking with time and location that fit the ANPR window.

  3. 3
Show what the site asked you to do

Scan receipt, keypad, QR, Park and Pay, or an app. Photos of the terminal or the sign that explained validation help.

  4. 4
If you entered the wrong plate, say so clearly

A partner's car or an old registration is a different Charter point from not validating at all. Attach the payment or receipt and the plate you used.

  5. 5
    Appeal before you pay

Ask the operator to cancel, or to apply the Appeals Charter £20 reduction if cancellation is refused. Keep the deadline on the notice.

How validation usually works

  • ANPR records entry and exit. Nothing is 'free' until the stay is matched to a customer record
  • In-store: scan the till receipt and type the registration at a terminal between checkout and the door
  • Tablet or keypad at a gym, cinema or restaurant reception
  • QR or app discount (for example a parking app linked to the till)
  • Pay-on-exit or online top-up if you stayed beyond the free period
  • Some chains let you validate online for a limited time after you leave - check that site's signs or the operator portal before you assume it is too late
  • Rules differ by site even within the same supermarket chain - the CMA highlighted that

What the Appeals Charter already allows

You do not need to wait for the government Code. The BPA/IPC Single Code Appeals Charter already splits these cases. If you were allowed to park but failed to enter the registration in a terminal, a first-stage appeal should reduce the charge to £20 for 14 days. A valid permit not displayed, or payment keyed to another plate, sit in the same £20 bucket. A minor 0/O or 1/I keying error should be cancelled if the operator should have spotted it. The government Code laid in October 2026 keeps that structure. It is not in force yet.

POPLA has published a case where a shopper said they had used the in-store terminal for 90 minutes' free parking, attached purchase evidence, and the operator had no record of that registration. The assessor treated that as a likely keying error, found the operator had not applied the Appeals Charter, and cancelled the charge. That does not mean every missed scan is cancelled. It does mean operators who ignore the Charter can lose at the independent stage.

Forgot entirely, or typed the wrong plate?

  • Did not use the terminal or app at all: usually a £20 Charter reduction if you prove you were entitled to park
  • Tried to register but made a one-character 0/O or 1/I slip: should be cancelled if the operator should have matched it
  • Validated or paid against a partner's car or an old registration: usually the £20 'wrong plate' Charter point if you prove the stay was otherwise allowed
  • Validated correctly and still got a charge: treat it as a system-mismatch or payment-made case, not a 'forgot' case

What to do if you already have a charge

  1. 1
Match receipt time to the ANPR window

Checkout a few minutes before exit is the usual pattern. A receipt from another day or another store will not help.

  2. 2
Explain the miss in one line

'I shopped at this store, did not complete the registration terminal, attach receipt' is clearer than a complaint that free parking should be obvious.

  3. 3
Ask for cancel first, Charter reduction second

If the operator will not cancel, ask them to apply the £20 reduction and confirm the 14-day window in writing.

Common questions

I shopped but forgot to scan my receipt. Will the charge be cancelled?

Sometimes, as a goodwill or Charter outcome, if the receipt proves you were a customer in that stay. Often the operator offers £20 rather than a full cancel. Appeal with the receipt before you pay the full amount.

Is free supermarket parking automatic if I am a customer?

No. The CMA said this in July 2026. Many sites need a scan, keypad or app step. The same chain can use different rules at different stores. Read the signs on that visit.

I entered the wrong registration at the terminal. Is that £20?

If you paid or validated but used another plate (partner or old car), the Single Code treats a first-stage appeal as a £20 reduction when you prove the stay was otherwise allowed. A one-character 0/O or 1/I slip should be cancelled if the operator should have matched it.

The gym / restaurant said parking was included. Why a charge?

Inclusion often still needs a tablet entry, a booking reference or a maximum stay. Attach membership or booking proof and say whether you used the validation device. The appeal goes to the operator on the letter.

Can the store cancel it at customer service?

Only if they have an arrangement with the operator and the PCN is actually withdrawn in writing. Get a name and a cancellation reference. Do not miss the operator deadline while you wait at the desk.

Can I register the car after I have left?

Sometimes. A few sites allow online or app validation for a limited period after exit. Check the signs, the operator portal and the store's parking page. If that window has closed, appeal with the receipt rather than assuming a late terminal entry will land.

I validated but still got a charge. What then?

That is closer to a payment-made or system-mismatch case. Keep the terminal confirmation, app screenshot or online validation email and ask the operator to match it to the ANPR plate and times.

Does the new government parking Code change this?

Not yet. The draft was laid on 20 October 2026 and is not in force. The failed-to-enter-registration £20 reduction is already in the industry Appeals Charter. Use that now.

Is this a council ticket?

No, if the letter names a private operator. Council and TfL PCNs are a different process. ParkingPack does not prepare those cases.
