Getting started

Private parking charge appeal

Appeal a UK private parking charge through the operator portal or address on your notice before the deadline — state clear grounds, attach dated evidence, and escalate to POPLA or IPC if rejected and your letter invites you.

How to start a UK private parking charge appeal — grounds, evidence, deadlines and escalation to POPLA or IPC.

A private parking charge appeal is not a council PCN challenge. You are asking the operator — and later possibly an independent adjudicator — to review whether the charge is fair on the evidence. Specific evidence beats emotional arguments. This page is the orientation; our full how-to guide covers letter structure in depth.

Where to send the appeal

Your notice should show how to appeal — a website, QR code or postal address. Use the PCN reference and registration exactly as printed. Appealing to the wrong operator or with the wrong reference wastes your deadline. Late appeals are often rejected without considering merits.

Strong appeal grounds at a glance

  • Paid but still charged — receipt, app session or bank notification
  • Wrong registration — proof of correct VRM and payment link
  • Unclear signs — wide photos from the entrance you used
  • Short overstay — request ANPR entry and exit times
  • Permit or blue badge — validity dates and bay markings
  • Machine or app failure — error screenshots with timestamp

How to structure your appeal

  1. 1
    Opening

PCN reference, vehicle registration, site and date of alleged contravention.

  2. 2
    Grounds

One paragraph per ground with numbered exhibit references.

  3. 3
    Evidence index

Exhibit 1 — notice; Exhibit 2 — payment receipt; Exhibit 3 — sign photos, etc.

  4. 4
    Close

Request cancellation and operator records if timing or payment is disputed.

After operator rejection

Many operators are BPA or IPC members. A rejection letter may invite POPLA or the IPC independent appeals process — typically within 28 days of rejection. That stage needs a tighter evidence bundle than your first email. Do not assume the operator forwards everything you sent them.

Common mistakes

  1. Sending a complaint with no attachments
  2. Missing the deadline printed on the letter
  3. Appealing to the wrong operator for the site
  4. One long paragraph covering every grievance
  5. Assuming the operator will forward all your files to POPLA later
How long do I have?

Usually 28 days from the notice date for operator appeals — use the exact date printed on your letter.

Is appealing free?

Operator and POPLA/IPC consumer appeals are typically free. You pay only if you choose a paid pack builder or solicitor.

Can I appeal by post?

If the notice allows it, yes — keep proof of posting. Online portals usually timestamp submission more clearly.
